The early thinking behind the Library of Local PIs project was to avoid local authorities, and others using performance indicators, from 'reinventing the wheel' where existing, suitable PIs already exist. In England, the Office of the Deputy Prime Minister (ODPM) specifies the national statutory PIs and they are known as BVPIs (Best Value Performance Indicators)
