A major study, Equality & Diversity, published by the Audit Commission in May 2002, provided evidence that councils have a long way to go if they are to meet best value principles and their statutory duties on equal opportunities. Subsequently, the IDeA and the Audit Commission agreed to work with the equality commissions and other bodies to develop a set of local performance indicators on equality and diversity for inclusion in the Library.
